Come on, we’re talking about a recreational fanfiction exchange. Being able to participate is not a life or death matter. This is a situation where “because you’ve acted in a way reasonable people find abhorrent and no one wants to hang out with you” is a perfectly acceptable reason to kick someone out. It’s not like they’re ever going to be able to make rules to cover every situation—should mods just sit on their hands if a situation arises they’ve never considered?

There probably is a way to make a rule that says if your war criminal rpf nomination is rejected because of Yuletide rules about no serial killer and no war criminal rpf, and you come right back with fictionalized war criminals in a very real war crimes setting, you get banned because it's obvious you're trying to get around that rule.

I think they should deal with problems in their exchanges, problems that are brought to them, and, at their discretion, potential problems in their exchanges that they become personally aware of.
None of which requires "Mods are obligated to ban User X because they learn through the grapevine that User X made a creepy comment on their gift, made a creepy comment in a separate Discord, and is probably a user who has requested appalling RPF."
At a minimum, organize the exchange and set out the deadlines, rules and requirements clearly; manage nominations, matching, assignments; make sure pinch hits are claimed and that everyone gets a gift that adheres to their requests and does not violate DNWs; field questions and problems during the exchange in accordance with the rules they’ve set out.
If the mods of an exchange want to vet participants, or vet requests/prompts, or vet posted fics, for things beyond that, they can. Mod your exchange however you want! And people are also free to sign up only for exchanges where the mods ban participants whom they believe to have made offensive requests or comments elsewhere! I mean, the same thing goes in cases where mods *don't* ban known nazi-fetishists from their exchanges. You can always not sign up for any exchange where xyz person has also been allowed to sign up.
