I usually pick my offers based mostly on how much I would love the excuse to do canon review. And I am almost never lucky enough that enough things I'm already deeply into are nominated, so I usually need it. I'm usually not going to have a real idea for the fic until the canon review is done, either, so it has to go first.

For treats though I usually pick stuff where I don't need canon review for that prompt, or canon review will take five minutes or less.
