I guess, but the kind of minimal sign-ups I see so often in Yuletide are kind of neither here nor there, you know? They're the worst of both worlds. They're not prompts on prompt memes, where you can just do whatever to your heart's fancy, and they're not the highly-detailed requests from many non-Yuletide exchanges where you can lean into tailoring a gift to the recipient and feel good about that.
My last YT assignment had too few optional details to be useful, but just enough to tell me the idea I felt most inspired to write for that fandom and that set of characters ("Any") wasn't what my recipient wanted. I still could have gone ODAO, but I would have felt like an ass.
I go ODAO all the time and I've never had an issue. Seriously, this isn't something everyone agrees on. Yuletide is for small fandoms first and foremost, getting fic to exist for small fandoms is a big part of the history and ethos. It is not uncommon for the recipient to be the only person who'll want to read the fic in the foreseeable future.
Sure, and you tailor it to your recip when you can for that reason. It's intended as a gift. But Yuletide also exists as an exchange where the broader context of the exchange is itself a community goal.
I have never once thought about the broader context of the exchange in twenty odd years of doing Yuletide, and I am pretty sure most people don't either.
I think that makes sense as a first priority. But the event was explicitly founded and still has taglines about being a project to get more works in rare fandoms.
Depends. Of course a small fandom exchange means "more fic for small fandoms". We agree on that. But you (or a coalie upthread? not sure if that's you) seem to think that the wider context and reception of the fic beyond what the recip wants should be something the author should take into account when writing the fic, and I strongly disagree with that idea.
Oh, okay. See, I didn't read that as "you SHOULD take that into account" so much as, if you have no idea if you'll please your recipient and you want to improve your chances of getting a friendly comment, considering wider trends isn't a bad thing to do.
What I'm arguing is that ODAO still exists within the broader context of the event and that part of the appeal of Yuletide and the reason ODAO is a rule is because you're writing for your recip *and* the collection.
It is factually true that you are writing for the recip and the collection by virtue of doing Yuletide and it is also factually true that in this context Yuletide has an ODAO rule. Thus, an empty signup is permissible.

I've received exactly one ODAO fic in 20 years of Yuletide. I left a polite thank you and then rejected it.
