need some kind of queue system, first twenty prompts are public, new prompts get added to the end as private, you can't add a prompt if your last prompt add was less than twenty prompts earlier, writing 1k minimum for any of the public prompts kicks it from the list, but also prompts that are public for more than say six weeks are put back into the private queue. lol you would get so much bad fic and eventually you'd just be stick with an endless cycle of forty prompts literally nobody wants to/can write but it would probably be fun for the first three or four months

Couldn't run it on AO3 but that would probably not be that hard to code if someone really wanted it...

But based on my experiences with actual kinkmemes those forty prompts would eventually all be for the same incredibly specific OOC kink too.
