Genuine question: Why is this necessary? Why is it necessary for the recipient of a badficcer to be a real bona fide Yuletide participant?

If they really wanted to, the mods could do this:

1. Create sign-ups for Socks A and B
2. Assign Socks A and B to create for each other. Double-assign one of them so that Badficcer is also their assigned creator.
4. Send out assignments.
5. Default both Sock A and Sock B.

And voila: Badficcer has a recipient but no other user is affected.

SC I mean, I can see many reasons why mods might not want to do this and ways that this might backfire (although the only backfiring I can see is "badficcer notices and gets upset", which I can live with).

But if it really is so dire that mods would "weep tears of joy", as one coalie put it, to have someone voluntarily fall on the sword as the recipient, then they have a LOT of options on their hands to take care of it without relying on people volunteering for a shit gift...
