It attracts a lot of exchange newbies, people who take it casually, and people who are from tumblr exchanges where give a gift, get a gift is less strictly enforced.
(And 'take it casually' isn't necessarily meant as a condemnation. The exchange can bear it if people default on assignments that aren't working for them, as long as most people sign up in good fath.)
