There are at least 9 more people on that list where I'd be really surprised if they'd taken a pinch hit, and there aren't many who consistently take pinch hits - flipflop_diva is actually one of the likeliest here to have the capacity to take on an extra assignment.
And they started with 11 PHs, which is high though not extraordinary for a freeform exchange. Some of the people who can do pinch hits may have already picked up the pinch hits they could do in the beginning and just don't have fandom spread for the rest.
