It depends on if you feel a chapter should come to some kind of conclusion or not. It's quite possible to write 10,000+ words in 6-700 word chunks with rising action throughout, where none of the scene transitions would make for a satisfying place to stop and start a chapter. But obviously ymmv. Some people are happy to count any scene change as a chapter change. Some people would even make every 600 word chunk its own chapter, which personally annoys the shit out of me, but I see it all the time so people must like it.

There are definitely 10,000+ stories where there are no natural chapter breaks, and where I would prefer not to put one in. They pretty much all have at least one place where you could put a chapter break in at the request of the person you were writing for without completely ruining the story, though.

Yeah, I personally wouldn't normally chapter a fic under maybe 20k unless there were obvious natural pauses like time skips or something, but I've rewritten sections in longer multi-chapter fics to insert unplanned chapter breaks or move them to a different place plenty of times when I found my edits had left me with one awkwardly massive or tiny chapter that was way out of step with the rest of them. Even in the middle of a section that was originally all one scene it's not usually difficult to find a suitable moment of hesitation/realisation/anticipation and just add a few lines to punch it up and give the moment a bit more emphasis so it can work as a chapter break.

A 10k exchange where the 10k words aren't all required to be part of the same story, and in fact most people write multiple shorter stories and only about 15% of gifts are usually over 10k. That actually sounds like the kind of exchange where this DNW makes perfect sense. 85% of FiaB gifts, this DNW won't apply to, and if they match up to the 15% that does, they have a minor request to make sure they can still enjoy their gift. That's exactly what DNWs are for.

Super interesting question, actually, and also extremely easy to answer. In both fffx and FiaN, 31% of complete works over 10000 words are chaptered, and in both exchanges, the percent seems to be going up every year - it was over 35% for both in 2022 - though there's not enough data to rely on the trend.
