If I liked the fic well enough, I wouldn't go to the mods because why. However, you do have to ask yourself why do you care about the spirit of the rules so much. If the answer is because you hated your gift, then -> mods. If the answer is you're a stickler, then -> don't.

If the author produced a fic their recipient liked, then if that is predictive of anything, it is that they will produce a fic their recipient likes in the future. The OP and the people suggesting reporting it are coming across as hysterical busybodies. The ultimate ideal goal of any exchange is for all recipients to get gifts they like. The rules exist to facilitate the bare minimum of all recipients getting gifts that technically meet the recipients request whether they ultimately like the gift or not. If your author has achieved the ideal goal of producing a gift you like, then filing a complaint about them in response is so petty and misguided that it is actually mind-boggling anyone would consider it a reasonable course of action.

You can accidentally write someone a fic they like. That's not predictive of anything. You can't accidentally forget what AND matching is. That's something you probably aren't aware of and which someone should remind you of.

Which you can do by leaving a comment or privately contacting your author after reveals, if you really think they've utterly misunderstood a very basic concept rather than making a deliberate choice to produce something that you admit you like. Filing a complaint about a fic you like because you think the author might not understand some element of the exchange is a waste of the mods' time and incredibly rude. It's not as if filing a complaint is the only method of communication that exists.

Because there isn't a problem. Getting a fic you like in a gift exchange is the absolute definition of a non-problem, and any concern the recipient has about their author's understanding of the rules can be handled without your intervention by using basic adult communication skills. And as a non-Yuletide mod, you're also not dealing with actual problems in the single largest exchange in all of fandom, so perhaps people bringing things to you that absolutely are not problems that require your intervention is less of an inconvenience.

Well, no. No, it's not. The mods are people doing this for fun to facilitate fun for the participants. Going to them with petty complaints about something you could easily resolve yourself with a comment is such a pissbaby thing to do to your author that I can't imagine getting that complaint as a mod without feeling like I had volunteered to mind literal children.

if you think the yuletide mods suddenly want to deal with participants chastising one another (potentially in public like comments) over the rules you are insane.

if you think another participant did bad, let the mods know privately. that is the extent of your lane. the mods can then decide what to do, including not saying anything at all to the author (maybe op had phrasing in the letter that made it seem like characters were optional and didn’t realize, so the author literally did nothing wrong! the mods will look into this before they do anything) or giving the author a heads up, or just adding them to a “check at deadline” list without alerting them.

seriously, we should not encourage 1.5k people with different interpretations of the rules to start doing citizens arrests/“friendly reminders”, wth coal.

So you think the ideal response to getting a gift you like is to complain to the mods that you think your recipient doesn't understand the rules despite 1) giving you a gift you like that 2) features both of your requested characters? The real point is that there is no problem at all, so the mods don't need to be involved. The suggestion that she contact the recipient herself and explain about the and matching rule was solely a, "Woah, calm down and consider your adult options, crazy," suggestion, and certainly not one that is going to lead to some insane rules anarchy, since any reasonable participant is going to know that the mods are the ultimate arbiters of the rules and they were just receiving a suggestion for the future from someone with no authority.

Are you an actual adult capable of functioning in the real world?
