I sense it's grasping at straws to invent more excuses for when not commenting is okay. They understand commenting on works you love is an encouraged, nice, and prosocial thing to do that nonetheless takes time and effort and energy and not everyone can do all the time, so excuses "the author doesn't reply so they're not ACTUALLY worth my time" arise when the usual reasons start feeling too thin.
(Not commenting is always okay, though if you never comment on anything you read, you can't exactly complain if your favorite authors delete their accounts due to feeling like nobody cares about their writing. Two-way street and everything.)
