You'd be able to request an IPH for quality reasons, and if the mods ruled that you get one, your author would have to do an nyr or equivalent that passed the quality standards before they could participate again.

I remember when archives had just basic quality rules. It's a lot of work for the mods but the whiners figure it out eventually.
