We know about one (1) case where this happened, and clearly the mod in question is a total fuck-up as a mod and kind of a dick. The recipient who had this happen to them couldn't have known in advance, and this really sucks for them, but the conclusion of 'there's a chance that a mod is an asshole' can't be 'so I'm not communicating issues to any mods at all, but I'll do their exchanges nonetheless".

If the mod's that bad, there's an equal chance that they'll toss you around in the Mod Cabal for something else (your sign-up, your DNWs, or your fic if your recip goes to them and they falsely side with them *cough*MFD*cough*) without you flagging an issue with them first. If you don't want to take that risk, the only way to avoid it is not to do exchanges headed by mods you don't trust.
