Would you rather match with someone with an empty sign-up (just fandoms and characters) and no letter, or someone with pages of details and complicated prompts + DNWs to consider?

Depends on the details. Tons of likes and DNWs and they're a good match id-wise = the dream. Tons of likes and DNWs and we clash badly with some of these = a nightmare, would prefer a blank sign-up any day.

I don't mind a blank signup. I wouldn't trade it for someone whose detailed requests mesh well with my likes, and I would definitely take it over an assignment that feels difficult to navigate.

Blank sign-up. I can go poke around what they've written, bookmarked, or received/commented on before, if I need to, but I didn't offer a fandom I was excited about because all the letters I could see were long and specific and I just felt like I'd be writing a commission. I will always game away from too-long letters.

Blank signup. I'm always happy to default to writing canon-typical gen, which IME goes down well with people who give few or no optional details.

too much info because when i've had a blank sign-up it's often meant they didn't even comment

Blank signup, as long as it includes characters or it's a fandom with 2 or less characters in the tag set. If you changed your hypothetical to empty sign-up with just fandoms, I might rather grapple with the pages of details.
