Dc I really don't think that's why yuletide's not growing though. The other exchanges who do have a bunch more stuff mandated are all much smaller and not exactly wildly expanding either, except when one ends and all its participants go to another one. It kind of feels like all the people who want that kind of exchange have already found them. Limited growth potential.
I suspect there *is* a larger number of people who'd do a super low effort holiday exchange but they aren't finding yuletide anymore because of all the culture around it of other stuff.
You have no idea why Yuletide isn't growing, none of us do, but I'd be surprised if it was due to a lack of rules and unspoken etiquette. Just in general that's not the sort of thing that makes fannish events grow. Diverging fannish cultures and the insular nature of Yuletide as an institution seem much more likely to me.
I think it's not growing for a lot of factors mentioned elsewhere ITT, but I know several people who've done it for a long time and who aren't doing it anymore because they prefer the "culture" in other multifandom exchanges. And ultimately, it's losing old participants quicker than or (in the last two years) at least as quick as it's winning new participants.

You don't actually know this; it could be a loss of net new participants one year that's greater than a gain of net new participants the next year.
Either way: I doubt the overall decrease in participants is due to a lack of additional rules or adherence to unspoken rules of etiquette. I cannot think of a single event where that has resulted in a net gain of participation. This is a claim that I think requires more substantiation than "well, I know a couple people", because it's profoundly counterintuitive.

One person found it too stressful, I haven't asked the other.
