The problem isn't the letter it's the signup. I think DNWs should be in the signup itself as a courtesy to the writer.

Of course they should be. The rules say it, and there is a practical reason. Some people never will and say "it's fine, I don't need the mods to enforce them". Some people sign up last minute and don't get them in, some people sign up early and then never get to come back and update. So shall it always be.
