Absolutely not. The point is to give a spotlight to fandoms that are hard to match on in other exchanges - you can request OW everywhere already.

Why? How is a fandom with over 100,000 qualifying works suitable for a rare fandom exchange? Just repeating bullshit isn't actually an argument.

You can get fic of existing OW in Yuletide (It needs to go through the extra info process in noms if it's on AO3 or otherwise very obscure, but you can, I have.)

Coalie wants to be able to request "Vampire/Werewolf m/m friends-to-lovers romance where one of them is a boat pilot and one of them is a WWI flying ace" or whatever, without pretending it's an AU of something else.

I'd totally be up for a "please write me this specific scenario, I don't care what fandom or if it's a fandom at all" exchange (not yuletide)

You can get that in some exchanges. They call it 'Creator's Choice of Fandom' and then you have Character description/Character description.
