I think part of the problem is when people approach exchanges with an idea of what they want to write as the priority, then feeling put out when that isn't what their match wants, which can be exacerbated by what you talked about with people who seem to only write for exchanges. Gift fic writing is about creating something that'll make your recipient happy, so this kind of rules lawyering over what you can or can't write leaves a bad taste, as it makes it very clear that the priority for writers making those arguments is writing what they want and fuck the recipient, and if writing their headcanons is their priority over making their recipient happy, then maybe they shouldn't do exchanges.
