It means they can already find your gift on their gift page whenever they want to.

It means they're using their bookmarks as a 'looks interesting, might read at some point in the future when bored' list. (Unless they also kudosed, in which case, what other coalie said.)

The first year I did Yuletide, I bookmarked my gift because I'd never done an exchange before and didn't really get how gifting worked on AO3. I later realized bookmarking your gifts is a little weird, since they're already right there on your gifts page. You don't need to bookmark them to find them again.
