DC I doubt it - the mods said in the worldbuilding post that they wouldn't check for a minimum quality of worldbuilding.

Quality is one thing, but was there any worldbuilding present at all in this "character study" fic? I get that checking worldbuilding is a lot more complicated than checking presence of required characters but this fic sounds like it doesn't have any...

I'd report it. They might not be able/willing to do anything about it, but then again they might.
