Pretty much forever?

I suspect what happened is that the author marked it complete at first, and the first chapter was long and detailed enough that mods didn't catch it on checking.

They make sure the fic is marked 1/1 (or however many chapters) and not #/? and that the ending of the fic is a complete sentence and not copypasta or [insert scene] or a sentence fragment.

I get the 'insert scene' and the copypasta, but sentence fragment? Do people really write that way? If I didn't finish the paragraph or at least the sentence, when I got back to writing, I'd have no idea where I was going with it.

I've seen this in writing advice - stop in the middle of a scene or sentence, so you can easily jump back into the flow next time, instead of trying to summon inspiration again.

It might work for some brains, but mine is the same as yours - I would totally forget whatever brilliant ending I had planned.

that it's complete and over 1,000 words and has your fandom in it.

I think depending on how much capacity they have, year to year, they also check that all the characters appear, that it isn't a placeholder non-story disguised as a story and actually ends, and that it doesn't violate any obvious DNWs.

Basically just that everyone has a story that is 1000 words or more, is actually a story and not just copy-pasted wikipedia or the word "pickle" repeated 1000 times, isn't one of the opt-in-only formats, and isn't obviously incomplete or full of stuff like "~~write next scene here~~" or beta readers' notes.

They're pretty loose about about "incomplete" though, as long as you don't mark it 1/? or leave in obvious placeholder text or put in an author note apologizing for not finishing they aren't going to make a ruling over whether that was a satisfying ending or not.

If there's a blatant DNW violation or wrong-characters kind of thing, they might catch it, but I don't think they check that very hard, that's the kind of thing that's more likely to go out as an EPH after the collection opens. Recip in this case could probably have put in for an EPH because once you read the story it's obvious from the author's not that it's incomplete, but they must have decided it wasn't worth making waves.

Emergency Pinch Hit - one that goes out after the collection is supposed to be complete. For cases where mods thought recip had a story at deadline, and only realized too late that it was not an acceptable gift, usually because of DNW violations but sometimes it's something like an incomplete story that the mods didn't notice in time or a writer who deletes a story before the collection opens.

Maybe this is more of a recent thing, but I forgot to replace an uploaded draft (I know I know) and it ended part way through the story but I don't think obviously. They definitely (politely) contacted me about it (and I fixed it). So, I'd say that they actually do check for completeness.

Huh, I have definitely gotten away with ones that just kind of ended abruptly! I did get pinged once for me and beta both having missed an {insert canon name here once you find it} note, but it was in the first couple paragraphs.
