(Anonymous) 2021-10-12 12:18 am (UTC)(link)Alpennia books by Heather Rose Jones (f/f): these are Regency-ish setting, in a European country and an alternate universe where magic is a thing (mostly understood through theology and medieval logic); the first (and imo best one) one is a bodyguard romance between a young scholarly woman come into sudden wealth and her sworn swordswoman.
Books of Ambha by Tasha Suri (m/f): secondary-world fantasy in a setting reminiscent of the Mughal Empire, where an immortal god-on-earth has established eternal rule by controlling the powers of a people with old ties to desert gods. The first one has the protagonist plotline (the daughter of a nobleman and a woman from the nearly-wiped out tribe of magic users) forced into an arranged-marriage that turns into partnership and love and an alliance to take down the empire; the second one is set 15 years later, and the MC is a widowed nobleman who falls for a scholar investigating the magic in her bloodline in order to save the now-crumbling empire.
Bright Smoke Cold Fire Duology by Rosamunde Hodge(m/f): a YA retelling of Romeo and Juliet in a secondary-world city beset by zombies whom only regular human sacrifice holds at bay and filled with refugee clans from the rest of the zombie-infested world jostling for power.
Burning Kingdoms by Tasha Suri (f/f): very similar type of setting to the Books of Ambha, but this time the two protagonists are the exiled sister of an increasingly fanatical and autocratic emperor and one of the last remaining temple children of an outlawed magical religion in a restive province. Only the first book of a projected trilogy (?) is out, though.
Glamourist Histories by Mary Robinette Kowal (m/f): regency romance in an alternate universe England with magic.
Kate and Cecilia, by Patricia Wrede and Caroline Stevermer (m/f): another regency romance in an alternate universe England with magic.
Kushiel's Legacy, by Jacqueline Carey (m/f, ?f/f): alternate-universe/secondary world renaissance France with lots of sex and a little magic here and there. Lots of difference romances across the various series.
Magids series, by Diana Wynne Jones (m/f): the first one, Deep Secret, is basically a "hate at first sight, begrudgingly come to realize they respect each other and are in fact in love" romance overlaid on multiverse shenanigans at a sci-fi con.
Priory of the Orange Tree, by Samantha Shannon (f/f): you need a ton of patience for worldbuilding and a zillion POV characters along the way to a very slow slow burn romance.
Starless, by Jacqueline Carey (nb/f): another doorstopper standalone with a bodyguard romance + epic fantasy questing.
Unnatural Magic & Ruthless Lady's Guide to Wizardry, by C.M. Waggoner (m/f, f/f): a secondary world Victorian/Dickensian-ish setting with magic and trolls; the first book has an m/f romance as one of the two major plotlines; the second has an f/f romance as the main plotline.
Winter of Ice and Iron by Rachel Neumeier (m/m + m/f): secondary world fantasy with magical kingdoms based around spirits of the land; main plot is an m/f relationship but the m is bisexual and the endgame is a negotiated poly situation.

Crown Duel - Sherwood Smith (The sequel, Court Duel has much more in the way of romance, but the first book is what sets it all up.)
Damar Series - Robin McKinley
Darkangel Trilogy - Meredith Ann Pierce (This leans more sci-fi, but there are a lot of fantasy elements in the world, too. And the romance is… arguably there.)
Frontier Magic - Patricia Wrede (From what I remember, most of the romance plot comes in the last book. You do have to navigate some unfortunate worldbuilding implications before you get there.)
Hollow Kingdom - Clare B. Dunkle
Howl Series - Diana Wynne Jones
The Invisible Life of Addie LaRue - V.E. Schwab (Primary world fantasy if that’s not something you’re into.)
Mairelon the Magician - Patricia Wrede (Once more, the romance is more developed in the sequel.)
The Queen’s Thief - Megan Whalen Turner
The Seer and the Sword - Victoria Hanley
Seraphina - Rachel Hartman
Spinning Silver - Naomi Novik
Tales of the Otori - Lian Hearn (Haven’t read these since they first-ish came out, so no promises on the outcome of the romantic subplot.)
