Yuletide nomination coordination would go down. Who would want to see their NOTPs in the tagset?

I imagine you wouldn't be able to offer any in most cases anymore. Imagine having to write max number of ships in one single fic... which would be a possible request.

I don't think anyone at all imagines Yuletide changing from character to ship matching unless it also changed to Or matching.

Though I do like the chaos of "Sure, you get ship matching."

"And we match on one tag, right?"

"Nope."

i don't see nominations coordination as inherently a positive activity, so it going down would be neutral rather than a downside
