it's not bad. it reads intentionally written and lack of dialogue tags never made a fic bad

Even if the fic was bad, maybe their writer was dealing with something. Shit happens and if one bare minimum fic is enough to ruin an exchange for you forever, you probably shouldn't do exchanges.
