I know at least one anon that sometimes says that and they really do mean it. (And are not fishspeakers) In megafandoms this isn’t uncommon - there's so much fic that some people can get a decent idea of both plot details and characters just by reading fic. I personally hate it and try not to kudos works where the author admits they haven't consumed the canon at all, but not everyone outright says so in the A/Ns.
