I'd say no, unless you're willing to narrow down your offered characters to ones who aren't involved in the ships you can't write? (Or only one character from each of the ships you can't write, so you can't match someone requesting both characters in those ships but can match someone requesting one of them + other characters/ships.)

And I say this mostly because IME it isn't particularly fun to write something you're pretty sure your recip isn't going to like very much - even if you can go ODAO and give someone gen when they wanted a ship without actually breaking any rules, for me it kind of ruins the fun of reveals to know my recip's going to be disappointed in their gift. For your own sake during the creation period, I'd maximize your chances of matching someone who wants something you'd love to write, so you get to love writing it without feeling either guilty about ignoring your recip's wants or resentful of them for having stupid wants, whichever direction you tend to go in your head.
