Yeah I've never heard of mods asking people to add requests. Maybe it was pre-Ao3? I'm old and can't remember! Currently , if you have no one to write for you, you go out as an IPH!

It might happen if you're a PH from the beginning to some time post-deadline? Which is an unlikely event.

It's possible that someone's fandoms could be genuinely too rare for yuletide, in that there could be no other participant (or participant-adjacent person willing to pick up PHs for the exchange) who knows the fandom and is willing to write fic for it. Maybe all your canons are only available in Hungarian and all the other Hungarian participants are busy right now.
