I don't think the recipient in Madness has to be signed up. Works just need to have a recipient.

From the FAQ: The Madness collection is for stories under 1,000 words, stories which do not exactly fit the fandoms and characters requested, or works of any length and type written on December 25, after the main collection closed. These works must still be gifts for other participants.

Right. But I recall they define participants loosely? Sorry, it might have been in Discord

If they use the phrase "signed up recipients" or similar and not just "participants" then they're excluding the non-signed-up pinch hitters that they deliberately solicit prompts from and encourage us to treat

Iirc they have in the past defined it for Madness much like Swaps - if you are "part of the yuletide community", and have expressed willingness to get treats this year, they don't care.

That said I'm not sure they want to *actively encourage* people who didn't sign up or pinch hit getting treats.
