1- The name is delightful
2- If I thought this was kosher I'd sign up gladly
3- This feels... a little weird to me? I don't want to get extra gifts for myself if that means someone's browsing the requests for treats and makes one for me instead of treating that person with 3 requests of the heart that they could write for with a little more time in canon review.

My impression is that the purpose of this challenge is to please the treater, not the treatee. That's how it's phrased - the treater was disappointed that no one requested this canon they wanted to write, here are people who didn't want this canon enough to give up a slot for it, or didn't have a good enough prompt to request for it, who are volunteering to receive a fic in it if you'd like.

didn't we always have that, though? you could gift treats to a yule goat or father christmas or some dumb name if no one requested it or you deviated too far from a prompt

The yulegoat has never been an official recipient/this is something the mods have never been crazy about IIRC?

There used to be a yuletide_fairy account you could gift to, but I don't think that exists any more, and the requirement is that gifts must have one signed-up recipient in the main collection, at least one signed-up recipient in Madness.

I don't think the recipient in Madness has to be signed up. Works just need to have a recipient.

From the FAQ: The Madness collection is for stories under 1,000 words, stories which do not exactly fit the fandoms and characters requested, or works of any length and type written on December 25, after the main collection closed. These works must still be gifts for other participants.

If they use the phrase "signed up recipients" or similar and not just "participants" then they're excluding the non-signed-up pinch hitters that they deliberately solicit prompts from and encourage us to treat

Iirc they have in the past defined it for Madness much like Swaps - if you are "part of the yuletide community", and have expressed willingness to get treats this year, they don't care.

That said I'm not sure they want to *actively encourage* people who didn't sign up or pinch hit getting treats.

That's a big assumption. If I can't treat someone with the thing I want to write, I won't say "oh, I'll do canon review for something else and write something else", I'll just... don't write any treats.

Yeah.

If I’m browsing treats and decided to not treat someone it’s because of something about their requests. Not because I’m browsing a second tier wishes list in another tab.

Me too. A second tier would make me write more, but never less!
