Letters can't be infinitely long, eleven characters is already a ton of characters to write prompts for in a single fandom, and this is the exact same scenario as if they'd requested only the character(s) you matched on, only with a greater diversity of prompts to draw on for inspiration.

This is not a problem or even a reasonable pet peeve.

People requesting 'any' when they don't mean it is a pretty common and reasonable pet peeve though.

I think eleven out of twelve can legitimately be rounded up to "Any". It would be one thing if they weren't prompting any of the characters you offered, but that's impossible in this hypothetical.

I'd have thought that too, until reading some of the replies. I'd have also thought prompting for some of the more major characters and giving a blanket prompt or two that could conceivably include any of the rest of the minors might be okay, but I'm betting it wouldn't be now.

A fandom I'd dearly like to request Any for actually has 19 characters in the tagset. I could write a story myself in the time it'd take to write prompts in a way to include every single character.

It's definitely better than ignoring the minors entirely. It's still not awesome if you're someone who loves the minors and just wanted to write two of them, though. To use a completely ineligible fandom for comparison's sake: if you offer Luna Lovegood and Penelope Clearwater, it kind of takes the wind out of your sails to match to a letter full of long, loving prompts about Harry, Hermione, and Draco and then a tacked-on "or anyone else is great too!" at the end.
