Neither Sid nor Geno are eligible, because they each are tagged in over 1k fics on AO3. So they're a bad example. Like someone said above, using RPF as an example complicates things.

Ah right, RPF fandoms must have characters. So maybe a better example would be someone nominates the Thrawn series from the Star Wars novels and says in their optional details that they'd be interested in another adventure where Luke and Mara Jade encounter Thrawn, and they receive that.

The main point is that you can request whatever you want in optional details. You can write whatever you want unless it violates a DNW. Ineligible characters only mean you can't match on them, not that you can't write about them for Yuletide.
