Not if they're the only prompts.

If you know there's a possibility (as there is in this exchange) that you might only get <500 words, it makes sense to give some prompts that can be quickly dealt with, if you are bothered about getting what you want in a shorter fic. If you don't care what you get in a shorter fic then sure, let the author go ODOA if they want to write something shorter.

I'd rather have 500 words of something I've prompted for than 500 words of something ODOA.

That's mostly me. I prefer longer fic, so I prompt for longer fic.

Right. And if you author isn't capable of writing longer fic, then they don't deserve any help from you with prompts, right? You won't like it anyway, so their shorter work is worthless.

Someone who can’t extrapolate a short fic idea from the prompts just isn’t trying. A lot of people don’t care about getting an exact prompt. They’re trying to convey the tone of fic they like. So, if all the prompts are about Aziraphale/Crowley doing epic historical world saving things in various points in history, the recip clearly likes historical settings. So write a snapshot of something in a historical period of your choosing, no epic world-saving needed.

Some people don't have prompts at all. Authors aren't owed prompts. It's not a question of "deserve help from prompts". I prompt for the fic I would like to receive. It's up to the author if they can and want to write it.

this started about a letter where "SOME" of the prompts are good for longer fic

meaning some are good for shorter fic

meaning there is no problem here
