Stupid question, but isn't it kind of par for the course for people to say "you don't have to include all these characters in your gift"? I understand that Yuletide is AND matching, but it's likely that this is a genuine misunderstanding, because disclaimers like that are so common. Maybe flag the issue to the mods, so that it's something that can be addressed with more clarity in the future. If you enjoy the fic, reporting it is overkill. Starting a discussion about this issue is not.

No. Some people will add that as a disclaimer in their signups especially when requesting a spread of characters who don't interact, but the base understanding of AND matching in Yuletide is that you will include all characters in more than a walk-on "Bob was in the room, too" role.

I do think a note to the mods would be helpful in this case. I'm another non-YT mod with a list of problem participants whose submissions get an extra level of scrutiny before reveals.

This. If the mods can give reminders of things like not leaving certain kinds of author notes, they can absolutely address the whole character thing more often. Should participants know about it? Yes, of course. Do they? Apparently not.
