If I were one of the mods and I knew you were filing a complaint about a gift you genuinely enjoyed solely to be a stickler for the rules, you're the one I'd ban from the exchange.

And I am a mod of a different exchange and I'd want to know. I'd certainly appreciate you clarifying that you don't want an emergency pinch hit, but I would want to give the author a gentle heads-up "hey, include all the characters next time, please".

Coal is so paradoxical over this issue. "Mods never do anything about DNWs/problems!" and simultaneously, "Talking to the mods about a problem is the WORST BEHAVIOR EVER!" Which is it???

There's a difference between a complaint and telling the mods that you're fine with the story you received, but want to give them a heads up that the writer might not understand the rules.

They included both characters. How did they misunderstand the rules? If anything they followed them.
