Yeah, someone who follows the rules of the exchange; changes their behavior if the rules change; does not behave in disruptive or offensive ways in exchange - moderated spaces; and does not directly force their offensive behavior on other participants in outside spaces; is not doing anything to disrupt the exchange.
It's perfectly valid for a mod to say they don't like someone and ban them, but it's also not bad modding to say that if someone has shown they are willing to abide by the norms of a space they are allowed in it, and there's valid, non-geek-fallacy reasons to think that's better for the community as a whole. And doing offensive things in a separate space where people have to actively go looking for them is not any of those things.
Nazi RPF should have been banned; it was; it probably should have been banned sooner, and there's the bad modding if you want some; but afaik that ban solved the problem of people asking for Nazi RPF, because those people followed the new rules and didn't cause any new problems once the new norm was clearly stated.
