Assignments are based on least writers, so you can have lots of people who could write for you but if there are enough people that can only be written for by one out of that group, they'll use them up before you are reached. I've never found any real difference between being a pinch hit and not, quality wise, except it seems to slightly increase your chances of getting treats.
