"Two stories I wouldn't be so worried about. But at this point there's nothing preventing someone with a popular prompt from getting a dozen stories - which would be hella awkward for both the writers and the recipient. The expectation of one-to-one reciprocity is simple and easy and works, and underscores that this is a gift exchange. The looming possibility of multiple writers flocking around one prompt would complicate things quickly."

Someone might get 12 stories! That's two and ten! And that's terrible!

That's as much as four threes!

Man, I've received Lots Of Treats and I have to say it is in fact pretty awkward/difficult for me to give them comments of equal quality. It's not a bad problem to have per se but it is mentally exhausting sometimes.

The diamond shoes really are very tight.

And to somehow convey the false impression I love them all equally, since otherwise the perfectly innocent authors who wrote the perfectly fine treats I don't love quite as much will get their feelings hurt*, which I don't want.

*If they're neurotic enough to compare my comments

While your experience is valid, just to give a counterpoint: I've gotta Lots of Treats, some of them creeping close to 10k and combined in the 40k range and I still commented within 48 hours. I never lie in comments, so the fics I had less to say about I just said less, and the ones that I super loved got multiple comment boxes. I had a great time and would love for it to happen every exchange. People are different and there's no way to know unless you ask or maybe do some inferences on their comment timestamps. Commenting is fun for me, I read widely across the collection anyway so leaving Lots of Comments is something I'm already doing, and my reputation is still solid even though I don't force myself to leave the same comments on all fics regardless of quality. And yes, the fics that aren't great in hindsight definitely got an assist for being a part of a Lot of Treats and my goodwill was high. The halo effect of the amazing fics helped shine the unpolished.

AYRT

Commenting is the worst part for me and hits a bunch of my neuroses; I figured out this year that what I really wanted to do was write a bunch of treats and not receive anything
