To prevent from “fraud” I would guess. There’s no guarantee those PHers will turn anything in and claiming a PH doesn’t make you a PHer, posting a PH does?

Might be anonymity-related as well. If you see yourself go out in a relatively small batch of pinch hits and that other writer from your fandom of two immediately posts to declare they just claimed one, you can probably guess what you're getting and who from.

That’s a valid guess, but every participant could default at any time and still get a gift, and I don’t think the pinch hitter prompts get a lot of response as it is.
