If you paste the archive link for the day you post, rather than the direct entry link into your signup/app, your cut tags will be preserved.

Like, go to Archive on your DW, and navigate to the day your entry is posted, and grab that link. It will look like this: https://yourjournal.dreamwidth.org/2021/10/20/

Obviously this works best when it's the only post on that day.

psa this doesn't work if you have the permissions to "view with discretion" or 18+ which is annoying

You can also use a tag for this - if you make your letter link "https://username.dreamwidth.org/tag/yuletide2021letter" and then make sure you use that tag on your letter, it will take people to a cut-tag-enabled version. (I'm going to do that this year so I can use spoiler cuts.)

As a bonus that way you don't need a placeholder because the tag link will work no matter when you post the letter as long as it has the tag.
