Of all the possible changes to Yuletide, I'm not sure if this is the one I'd choose to address the first time there's been an open discussion about rule changes in years.

Why not? It's a pretty low-stakes, non-disruptive change if implemented that isn't likely to make things harder on the mod end either. And it's a change mods are actually open to making at this time, which is obviously a key factor.
