SA is half asleep and meant to say/realize this applies mostly to exchanges where you only have to request four ships not four individual fandoms.

I don't think I've ever seen a multi-fandom exchange that had a minimum ship requirement without a minimum fandom requirement.

Nobody has to offer the ships though. If they hold up the exchange by being a forever PH, the mods can ask they add something else.

This really isn’t that deep or anything to get hung up over coalie.
