Definitional nuance to non-commenting

Would you count someone who left a placeholder comment and then never came back as a non-commenter?

I use that title for people who do that regularly, but, yeah. Placeholder comments aren't comments on the content of the fic.

Nope. They've reached out and told you they liked the fic. That's a comment.

Not all placeholder comments say they liked the fic though. Often they say they haven’t read it yet but are allegedly going to do so in the future.

Depends if it's a one-off or a pattern. One or two times is forgetfulness and real life happening. Consistently is something else.

I had someone do this two years ago on a long fic - their comment was mostly about how they hadn't commented until then and they never came back. (And they left a similar comment on their other gift fic.) I'm still a little pissed at them.

It depends on the length/content of the placeholder and whether them not coming back is a pattern or a one-off.

It's happened to me a couple of times, including this year, and it's hard not to resent it when they don't come back after promising a "proper comment". They know they're doing it. I tend to think of it as a cop-out way to not have to comment on something that missed the mark, perhaps. Especially when I look back through their other gifts and it's not the first time they've done it to someone.

I'm not sure you can say including this year when it's only 27th.

Time will tell, but you're right, I might be a little jaded because of past experience where they haven't come back.

Depends on the type of placeholder. I got one, but if it wasn't for the one sentence of "I'm going to come back and comment on this properly later", it would have been a totally fine comment, since the rest was about how they loved the fic and mentioning two or three things they liked specifically. Short for good egg status, but I actually prefer them that way.

If it's just "I've seen your fic and I'll comment on this later when I have time", yeah, I'd count them as a non-commenter.

No, they're not a non-commenter. They posted something in reply to the fic. What they are is a pretty shitty commenter, though.
