Yes.

But nothing in the rules says you can’t write those characters, just that you can’t nom them. The rules also say nothing about POV options. So you can have a Batman POV where Nightwing finally gets together with Midnighter and it would be entirely within the rules to OD prompt and or OD write...unless the recip DNWs outsider POV and/or Batman.

This is why you can have megafandom crossovers too. You can’t nom DCU but you can write The Fab 5 fixing up the Justice League no problem.

My point is you could nom Batman for any canon in which Nightwing is eligible to be nom'd. Looking at the tagset we have Titans, Grayson, White Knight, Gotham by Gaslight; Batman is an eligible character in all of those canons.

there's a secondary "character eligibility" test for eligible fandoms that are subsets of ineligible fandoms. 1000+ fics (of any length) about a character on AO3 and they're disqualified even if the fandom is allowed, I believe. it comes up a lot with Sports RPF. (e.g. you can ask for Pittsburgh Penguins RPF even though Hockey RPF is way over the limit, but not Sidney Crosby.)

It applies to RPF, but stopped applying to fictional characters a while back.

You believe wrong. That was the case for one year, about five years ago, and hasn't been repeated since because the mods realised it was stupid.
