Coalie was beginning to get very tired of waiting for their gift to be posted, and of having nothing to shake: once or twice they had peeped into the tags of the fic their dentist had been gifted, but it had no characters or freeforms on it, "and what is the use of a fic," thought Coalie, "without ships or tags?"

"Creator chose not to use archive warnings" doesn't necessarily mean the fic actually contains archive warning-level stuff.

1) Some people put that on everything, even g-rated fluff
2) A lot of people use it as a more general choose not to warn, e.g. if the fic contains stuff that isn't death/rape/etc but people might still complain about not being warned for.
