The safest way to get a good percentage of good quality exchange fic is get to know the writing of exchange regulars by browsing collections through the year, find your favorites, read their back history so you know what fandoms they post in, and then request the smallest fandoms from whichever good writer signs up to any given exchange.

If you only want big fandom fic this obviously won't work for you.
