Coalie, if someone doesn't feel like doing their assignment now and wants to do something else, and Yuletide treats aren't an option, they are not going to say "okay, I will do my assignment now". They'll say "oh, well, I'll write a bunch of ToT treats / do a bingo / sign up for another five exchanges / rearrange my furniture / play a merge game on my phone for two weeks / pick up a new canon and fall in love and have it take over my life".

You can't force people to prioritise something they don't want to prioritise.

+1. And some people like to line up the ideas for a bunch of fics, percolate on 'em, and then go on a writing blitz. Jumping back and forth between multiple works energizes them and stimulates their creativity.

There are probably as many approaches as there are participants. Telling someone "you must do it this way" isn't going to change the way they do things. It just makes the One True Way people look rigid and unimaginative.

+1 some people might know they realistically can only get a few (well-written & beta-ed) treats done so they want to look at all the requests for their fandom so they can decide which to do/prioritize

This. And in the absence of any information about some of those requests, I'm going to be more conservative about claiming PHs. Ironically, keeping the requests hidden makes me less likely to grab an IPH.

Exactly. I really don't think not releasing the requests is making people more likely to pick up an IPH. It's just making everyone annoyed lol, either from wanting requests released or being annoyed at the people who want requests released

+1. When YT moved the requests-being-released date from the deadline to earlier points in the writing period, people didn't suddenly stop taking pinch hits, so why assume that would happen for IPHs?

+1 and releasing requests earlier would only mean more potential treats, not less PHs

It might not increase the number of gifts for last pinch hits (would anything?), but it could up the quality. I tend to write treats and then put them to the side until after the deadline. I've had fics written as treats become post-deadline pinch hits.

This isn't to say that there aren't good PHs whipped up in a few hours after deadline, but there are definitely some late fills that are less polished or less tailored to the recip. Given the time constraints, that's not surprising.
